It may for example, be determined by the nature of the materials or components, its bulk, quantity, weight or value, or by the role of a constituent material in relation to the use of the goods. Dear Ms. Bender: In your letter dated March 27, 2002, on behalf of Dorel Juvenile Group, you requested a tariff classification ruling. The submitted sample, referred to as the “Euro Cradle,” is a cradle with a metal frame, fabric canopy and skirting to be used as a bed for newborns.
