Dear Ms. Broadford: In your letter, dated March 29, 2002, you requested a tariff classification ruling on three samples. One of the samples, a plastic card that has a football player depicted on it that moves in different positions as the card is moved. The footwear has a window pocket in which the card can be inserted. The second sample is a blank plastic card in which a team logo decal may be placed on the card. This may be inserted into the shoe’s window pocket. A third sample, plastic decals depicting several National Football League team logos contained in a plastic pouch with a snap closure. The decals will be placed on the blank plastic card and can be inserted into the window pocket. A small ball chain, attached to the shoe, holds the three items together, they will be imported with the shoe. We consider the three items to be composite goods, they are classified with the footwear. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
