Box 6079 Camarillo, CA 93011-6079 RE: The tariff classification of threaded rods from China. Dear Ms. Carlos: In your letter dated March 29, 2002, you requested a tariff classification ruling. You have described your samples, part number 30132, as zinc plated, threaded rods, ¼ - 20. They are approximately 7 ½” in length, threaded approximately 1 ½” on both ends and are made of grade C-1008 carbon steel. The rods will be used as fasteners in a flushing tank that are parts of a toilet. The applicable subheading for the threaded rods will be 7318.15.5060, Harmonized Schedule of the United States (HTS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: other screws and bolts, whether or not with their nuts or washers: studs: other. The duty rate will be free. Consideration was given to your suggested classification in subheading 7324.90.0000, HTS. However, that was deemed inappropriate. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
