The submitted sample is described as a fabric tote, made of 100% Indian Cotton, used for carrying objects. The bag measures approximately 16”H X 18 1/2” W. It has one exterior open pocket on one side and three-compartment open pockets on each side of the unlined interior. The bag has two cotton fabric shoulder straps and a zipper enclosure across the top. The applicable subheading for the fabric tote bags will be 4202.92.1500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of textile materials, of vegetable fibers and not of pile or tufted construction, of cotton. The rate of duty will be 6.5% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
