This item is being returned as you requested.. Style 092I-2539J is a woman’s halter-top constructed from 55 ramie, 45 percent cotton crocheted fabric. The top has narrow straps that tie around the neck; a v-neckline in front; a narrow strip of fabric inserted under the bodice, which ties in the front; and a self-start bottom. The applicable subheading for style 092I-2539J will be 6114.90.9010, Harmonized Tariff Schedule of the United States (HTS), which provides for Other garments, knitted or crocheted: Of other textile materials: Tops. The duty rate will be 5.7 percent ad valorem. Style 092I-2539J falls within textile category designation 838. Based upon international textile trade agreements this category from China is subject neither to quota nor to the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
