Dear Mr. Healy: In your letter dated received in this office on July 23, 2001, you requested a ruling on tariff classification. The sample you provided is a pull reel used to secure goods to a retail display shelf. The reel consists of a 2-inch diameter plastic housing containing a reel of steel wire. The housing has an adhesive sticker on the side that allows it to be secured to a display. The end of the steel wire has a split ring to attach to a sample shoe. The pull reel allows a customer to examine the shoe, while assuring that it will be returned to its proper place. The applicable subheading for this product will be 7326.20.0050, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of iron or steel, articles of iron or steel wire, other. The general rate of duty will be 3.9 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177).
