Dear Mr. Olek: In your letter dated March 20, 2001, you requested a classification ruling. The supplier is Fanafel, Ovar Codex, Portugal. The product for which you seek advice is described as a roll covering wrap for use on laundry flatwork ironers that press laundered sheets, pillow cases and table cloths, etc. According to your correspondence they are of a polyester needleloom felt construction and, according to a recent telephone conversation with your office, they will be imported as cut to size sleeves to fit over a roll for use on the particular machine(s) that performs the operations depicted above. The applicable subheading for the product will be 5911.90.0080, Harmonized Tariff Schedule of the United States (HTS), which provides for textile products and articles, for technical use. The duty rate will be 4.9 percent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
