There is a bird-shaped figurine resting on the arm and hat, in addition to an open trunk-shaped holder that is permanently affixed to the snowman’s lower front portion and designed to contain a tea light candle (not included). a candleholder, known as the Moe Tea Light Holder (stock number 695MIS3012), that measures about 3 ¾ inches in height by 4 inches in width. It depicts a snowman in winter attire and with twig-shaped arms outstretched in a lateral manner. Dear Mr. Whitaker: In your letter dated March 21, 2001, on behalf of Hallmark Cards, you requested a tariff classification ruling. Samples are being returned as requested. The samples submitted consist of the following articles: a decorative snowman-shaped figurine of earthenware, stock number 795MIS1643, which is known as the Percy Tea Light Holder with Plate.
