Dear Ms. Howell: In your letter dated February 6th, 2001, you requested a ruling on tariff classification. The sample submitted with your request is a clutch purse that is made of an exterior surface of 100% silk textile material. The interior is lined and consists of a single compartment with no additional features. The top opening is secured by a flap with a hook and loop closure. The flap conceals a zippered pocket on the front exterior. The applicable subheading for this product will be 4202.22.7000, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap…containing 85 percent or more by weight of silk or silk waste. The general rate of duty will be 7 percent ad valorem. Your sample is being returned as requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177).
