The "Swimsafe Floatsuit" is described in the literature you have provided as a floatation aid, a device to assist children learning to swim. While it provides buoyancy, its main function is not that of a life jacket, that is, to save a life, but rather to allow a child to play and swim. In addition, the garment has a cardboard label which states in large, bold letters: "NOT A LIFE PRESERVER."

Dear Mr. Grunstein: In your letter dated November 23, 2000, you requested a tariff classification ruling. The sample submitted is a “Swimsafe Floatsuit”, item number 237110A, used as a swimming aid for a child.
