Dear Mr. Epstein: In your letter dated January 26th, 2001, you requested a ruling on behalf of Avon Products, Inc. on tariff classification. The samples submitted with your request are identified as “Fun Fruit Pak”, PP216869. The item will be presented upon import packed for retail sale and consists of a zippered coin purse, zippered pillbox, and plastic mirror. Because the items do not share a common purpose, they will not be considered a set. The exterior surface of the pill box and coin purse is of a fabric-backed sheeting of plastic.
