Dear Mr. Liberati: In your letter dated December 18, 2000, on behalf of Penn States Industries, you requested a tariff classification ruling. The samples submitted consist of metal parts of a flashlight and a metal key ring. After importation, the imported items, together with other flashlight parts, will be assembled to produce a flashlight with an attached key ring. The applicable subheading for the flashlight parts, will be 8513.10.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for parts of flashlights. The rate of duty will be 3.5 percent ad valorem. The applicable subheading for the key ring will be 7326.20.0050, HTS, which provides for articles of iron or steel wire, other. The rate of duty will be 3.9 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
