Dear Ms. Wierbicki: In your letter dated December 21st, 2000, on behalf of Avon Products, Inc., you requested a tariff classification ruling. The sample submitted with your request is identified as "Crochet Square Totebag", #PP211892. The item is a handbag made of an exterior surface of crocheted twisted paper yarns. The interior is lined and consists of a single compartment with an open back wall pocket. The top opening is secured by a self-material loop and button closure. Two carry straps are permanently attached to the top of the bag. A self-material case is permanently attached to one of the carry handles.
