Lauderdale, FL 33301 RE: The tariff classification of a handbag from China. Dear Ms. Liu: In your letter dated November 20th, 2000 you requested a classification ruling. The sample submitted with your request is identified as style #C62C0354. The item is a handbag that is composed of rear and side panels of crocheted gimped yarn of 55% cotton and 45% rayon and a front panel of textile material of 100% polyester. The gimped yarn imparts the essential character as it comprises more of the exterior surface area than the front panel. The top opening is secured by a full-width zippered closure and a shoulder strap is permanently attached to the bag. The applicable subheading for #C62C0354 will be 4202.22.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap…of cotton. The duty rate will be 6.7% ad valorem. Items classifiable under HTS subheading 4202.22.4500 fall within textile category designation 369. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
