Dear Mr. Trovato: In your letter dated November 1, 2000, on behalf of Jackel Inc., you requested a tariff classification ruling. A sample was provided with your letter. The sample is a key chain composed of a plastic coil connected on one side to a one inch diameter plastic split key ring. The other side of the coil is connected to a ¼ inch diameter metal split ring and a small rubber or plastic band. The essential character is imparted by the plastic split key ring and plastic coil. The applicable subheading for the plastic key chain will be 3926.90.9880, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of plastics, other.
