Dear Mr. Louie: In your letter dated October 20th, 2000 you requested a classification ruling. The samples submitted with your request are pet carriers that are designed to be worn on the front of the person. The bottom panel of each carrier is reinforced with a pad and adjustable shoulder straps are incorporated on each carrier. Style #43640(L) is made of 100% cotton denim and the front opening is secured by a zippered closure. Item #74459(S) is made of 100% nylon and the top opening is secured by a drawstring closure. Item #76893(S) is made of vinyl mesh textile material and the top opening is secured by a drawstring closure. The applicable subheading for item #74459(S), and #76893(S) will be 4202.92.9026, Harmonized Tariff Schedule of the United States (HTS), which provides for trunks, suitcases, vanity cases…with outer surface of textile materials, other, other, of man-made fibers. The duty rate will be 18.6% ad valorem. Items classifiable under HTS subheading 4202.92.9060 fall within textile category designation 670.
