Dear Ms. Osterland: In your letter dated October 13, 2000, on behalf of Hillis Investments, Inc., you requested a tariff classification ruling. The submitted samples are as follows: Packet number 11 contains two plastic chili peppers which will be used for making earrings. Packet number 12 contains two plastic gold colored heart-shaped pendants. Packet number 13 contains two plastic perfume bottle pendants.
