New York, NY 10018 RE: The tariff classification of a handbag from China. Dear Ms. Cheung: In your letter dated October 13th, 2000, you requested a tariff classification ruling. The sample submitted with your request is identified as style #79-10913. The item is a handbag that has an exterior surface of cowhide leather and measures approximately 14" wide at the top and 10" high. The bag has a "T" gusset, which is 3" wide at the bottom. The base is rectangular and measures 3" x 11". The interior of the bag is unlined and has an open back wall pocket. The top opening is secured by two center self-material tabs with hook and loop closures. Two carry straps are permanently attached to the bag. The rate of duty will be 10% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). Your sample is being returned as requested.
