The sleeveless garment is hip length, and features a stand up padded collar, full front zippered closure and draw string bottom. The quilted side features a zippered chest pocket and two zippered front pockets; the non-quilted side features a zippered chest pocket and two front patch pockets. The fill is 58% duck down cluster, 27% waterfowl feather, 10% down and feather fiber, and 5% other. The duck down cluster and waterfowl feathers are approximately 22% of the weight of the garment.

Dear Ms. Smith: In your letter dated September 26, 2000 you requested a classification ruling. The sample submitted with the ruling request will be returned to you. At the present time, based upon international textile trade agreements, products of Taiwan and China are subject to quota and the requirement of a visa; products of Cambodia are not subject to quota but are subject to the requirement of a visa; products of Hong Kong, Sri Lanka, Korea, the Philippines, Indonesia and Burma (Myanmar) are not subject to quota or the requirements of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. To obtain the most current information, we suggest that you check, close to the time of shipment, the U.S. Customs Service Textile Status Report, an internal issuance of the U.S. Customs Service, which is available at the Customs Web site at www.customs.gov. In addition, the designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
