The interior is lined and has a zippered back-wall pocket. The top opening is secured by a zippered closure and front flap. On the front of the bag, underneath the front flap, there is a zippered pocket, a clear window for an I.D. card, elasticized pencil holders, and two pockets secured by flaps with hook and loop closures. There is a pouch of sheeting of plastic on the side of the bag and an open pocket of self-material on the rear of the bag. An adjustable shoulder strap is permanently attached to the bag.

Dear Ms. Hodur: In your letter dated September 12th, 2000, you requested a classification ruling. The samples submitted with your request are identified as style numbers A3705 and A3700. Style A3705 is a zippered belt bag made of textile material that is coated with Polyvinyl Chloride (PVC). On the front exterior, there is a zippered pocket of clear PVC. A belt of nylon webbing secured by a hook and loop closure enables the user to wear the bag around one's waist. This item is designed to carry items normally carried in a handbag.
