Dear Ms. Meagher: In your letter dated August 23, 2000, on behalf of Atlandia Imports, Inc., you requested a classification ruling for a handbag. The sample submitted is identified as G78BK “Icon Mini-Pack”. The item is a ladies handbag designed to be worn as a backpack to carry money, keys and small accessories. It is manufactured with an exterior surface of 100 percent cotton crocheted fabric. The interior features a textile lined single compartment with no additional features. The top of the bag is secured by means of a drawstring closure. It measures approximately 8 ½”(H) x 8”(W). Your sample is being returned as requested. The applicable subheading for G78BK will be 4202.22.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, other, of vegetable fibers and not of pile or tufted construction, of cotton. The duty rate will be 6.7 percent ad valorem. HTS 4202.22.4500 falls within textile category designation 369. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa.
