Sullivan MSAS Global Logistics Inc. 248-06 Rockaway Boulevard Jamaica, NY 11422 RE: The tariff classification of a woman’s blouse from China Dear Mr. Sullivan: In your letter dated August 21, 2000, you requested a classification ruling on behalf of Newport News Inc. The sample submitted with your request will be returned to you under separate cover. Style S01-14-061 is a woman’s blouse constructed from 100 percent silk woven fabric. The blouse is lined and features long sleeves with turnback cuffs, a collar, shoulder pads, a full front opening secured by five buttons beneath a placket and a leather string belt. The applicable subheading for style S01-14-061 will be 6206.10.0040, Harmonized Tariff Schedule of the United States (HTS), which provides for women’s or girls’ blouses, shirts and shirt-blouses: of silk or silk waste: other: containing 70 percent or more by weight of silk or silk waste. The duty rate will be 7.1 percent ad valorem. Style S01-14-061 falls within textile category designation 741. Based upon international textile trade agreements products of China are currently not subject to quota restraints or a visa requirement. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
