The subject product, Buprenorphine Hydrochloride, is a semisynthetic opioid analgesic drug, derived from Thebaine, a naturally occurring alkaloid found in opium. The applicable subheading for Buprenorphine Hydrochloride, imported in bulk form, will be 2939.10.2000, Harmonized Tariff Schedule of the United States (HTS), which provides for "{V]egetable alkaloids, natural or reproduced by synthesis, and their salts, ethers, esters and other derivatives: Alkaloids of opium and their derivatives; salts thereof: Other: Synthetic." The rate of duty will be free. This merchandise may be subject to the requirements of the Controlled Substances Act and/or the Controlled Substances Import and Export Act, which are administered by the Drug Enforcement Administration (DEA).
