A catalogue and a representative sample of the item were submitted with your ruling request. The subject merchandise (item #766), which is identified as “Rainy Day Pansy Bouquet”, is a seven piece set consisting of a four inch vase-shaped glass holder, four flower-like glass ornaments, and two green leaf-shaped glass ornaments. Each ornament measures approximately seven inches in height. You indicated in your letter that all of the glass flowers and glass leaves are lamp-worked. They are produced by a glass-worker who takes glass rods of a specific color and softens them over an open flame.
