The submitted sample, style SPO-9, is a woman’s jacket consisting of an outer jacket and an inner jacket that can be zipped out and worn separately. The outer jacket is made of 100% woven cotton with a polyurethane coating. The jacket is not visibly coated as that term is defined in the Harmonized Tariff Schedules. The outer jacket reaches to the top of the hips, and features a full front zippered opening, storm flap that closes with magnetic closures, long hemmed sleeves, a high stand up collar, three pockets with zippered closure on the upper body, and two cargo pockets with flaps. The duty rate will be 9.1%. The applicable subheading for the inner jacket will be 6202.93.5011, HTS, which provides for women's or girls' anoraks (including ski-jackets), windbreakers and similar articles (including padded sleeveless jackets), of man-made fibers, other, other, other, other, women’s. The duty rate will be 28.4%. The outer jacket of style SPO-9 falls within textile category designation 335. The inner jacket of style SPO-9 falls within textile category designation 635. Based upon international textile trade agreements, products of Hong Kong are subject to quota and the requirements of a visa. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
