Dear Ms. Johnson: In your letter dated May 23, 2000, you requested a tariff classification ruling. The submitted sample, Style #6708, is the “Cinderella Dress Up Fantasy Tiara.” The item is made of a plastic horseshoe shaped headband which is covered with feathers. Attached to the headband are iridescent plastic beads strung onto metal wire forming arcs. At the center of the headpiece is a medallion depicting Cinderella. The applicable subheading for the tiara will be 9615.11.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for combs, hair-slides and the like: of hard rubber or plastics: other: not set with imitation pearls or imitation gemstones. The rate of duty will be 5.3% ad valorem. The other items for which you requested tariff classification rulings will be addressed under separate cover. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
