Dear Mr. Lloyd: In your letter, which was received in this office May 22, 2000, you requested a tariff classification ruling. The sample submitted with your letter is described as “3M Face Fresh’ner Oil Remover Film.” It consists of microporous polypropylene film, in sheets or “patches” measuring 2.1 by 3.3 inches. The film is sold in packages of 50 patches. The standard colors are pink and blue. The patches are designed to absorb unwanted oil from the nose and forehead. You suggest classification in subheading 3920.20.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for other plates, sheets, film, foil and strip, of plastics, noncellular and not reinforced, laminated, supported or similarly combined with other materials…of polymers of propylene.
