Dear Mr. Epstein: In your letter dated April 24th, 2000, on behalf of Avon Products, Inc., you requested a tariff classification ruling. The sample submitted with your request is identified as "Convertible Organizer Clutch on the Go", #PP 207112. The item is a clutch purse with a detachable shoulder strap packed and sold at retail with a check book cover. Pursuant to General Rule of Interpretation (GRI) 3 (b), the items are considered a set as both share the common purpose of organizing, protecting, and storing the items placed therein.
