Dear Ms. Murphree: In your letter dated February 24, 2000, on behalf of Banana Republic, you requested a tariff classification ruling. Style number 814016 is a women’s 100% merino wool knit coat. The garment is constructed of a 4x2-rib knit and measures over 9 stitches per two centimeters in the horizontal direction. The garment extends from the neck to just above the ankles. It features a deep V-neck, a full frontal opening with right over left closure with the use of 13 hidden snaps, long sleeves with turned-up cuffs and a straight bottom. Your sample is returned as requested. The applicable subheading for the coat will be 6102.10.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for women’s or girls’ overcoats, carcoats, capes, cloaks, anoraks (including ski-jackets), windbreakers and similar articles, knitted or crocheted, other than those of heading 6104: Of wool or fine animal hair. The rate of duty will be 60.9 cents per kg + 17.8 percent ad valorem. The coat falls within textile category designation 435. Based upon international textile trade agreements, products of Hong Kong are subject to quota and the requirements of a visa.
