You submitted a sample of item 80-7332 which you described as a napkin tie made of either 100 percent cotton or 100 percent rayon wrapped in metallic yarn. The tie is made of a twisted rope which is finished on either end with a tassel. The tie measures approximately 39 inches long from tip to tip. Your sample will be returned as you have requested. The applicable subheading for the napkin tie will be 5609.00.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of yarn, strip or the like of heading 5404 or 5405; twine, cordage, rope or cables, not elsewhere specified or included: other. The rate of duty will be 5.5 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
