Dear Mr. Charnley: In your letter dated February 10, 2000, on behalf of Starline Creations, and Tristar Merchandise Inc., you requested a tariff classification ruling. The sample submitted is a “Powerpuff Girls Fur Covered Jewelry Box”. It is a rectangular shaped box with a hinged lid. The box and lid are made of a cardboard base with the exterior side covered with knit pile fabric. The interior of the box and lid is covered with cardboard that has been flocked with textile fibers.
