Dear Mr. Huegel: In your letter dated December 10, 1999, you requested a tariff classification ruling on two threaded steel fasteners. Samples were provided of both fasteners, as was a blueprint of one. The first fastener, part # 0110742, is identified as being for the playground equipment industry. While it resembles a common button head screw, the fastener is not externally threaded. In this example, the shank of the fastener is hollow and internally threaded. Also, like a button head screw, the head of the fastener is recessed for the use of a hex key.
