The plastic sheet with the metal rings will be inserted after importation into the United States. This vertical pocket features an open pocket and a zippered pocket. The organizer is secured by means of a zipper closure on three sides. On one exterior side there are two pockets: one zippered pocket and an expandable flap top pocket that is secured by strips similar to the VELCRO brand fastener. Attached is an adjustable web fabric shoulder strap. In closed position it measures approximately 12” x 13”. Style Y9656B is designed to provide storage, protection, organization and portability to the various stationary and other personal articles commonly found in a business case or briefcase. Dear Mr. Ackerman: In your letter dated April 2, 1999, on behalf of Outer Circle Products, you requested a classification ruling for an organizer. The sample submitted is an organizer, style Y-9656B.
