Central Road Hoffman Estates, IL 60195 RE: The tariff classification of a raffia handbag from China Dear Ms. Balice: In your letter dated December 13, 1999 you requested a tariff classification ruling. The ruling was requested on a tote style handbag, your item # 25840. A sample was submitted which will be returned to you as you requested. The sample is an 8 inch high bag with a round 5-1/2 inch diameter bottom. Two sides of the top are tied together with textile strips that match the lining. The inside of the bag is fully lined with a checked textile fabric and it has an inside pocket. It has one handle and flower decorations on the outside surface. The bag is made of plaited strips of raffia which are sewn together. The applicable subheading for the raffia handbag, style # 25840, will be 4602.10.2500, Harmonized Tariff Schedule of the United States Annotated (HTSUSA), which provides for articles of plaiting materials; luggage, handbags and flatgoods, whether or not lined; of rattan or of palm leaf; other. The rate of duty will be 18 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
