It has a permanently attached web fabric adjustable shoulder strap and is secured by means of a zipper closure on three sides. It measures approximately 6-1/2”L x 9-1/2”W x 6-1/2”D. Item number 63000 is a soft-sided cooler bag that is used to maintain food and beverages at a desired temperature over a period of time. The outer layer consists of a nylon woven fabric. The middle layer of this product is a layer of plastic foam. The third layer, which forms the interior of the cooler bag, is made of plastic sheeting material. It features an exterior zippered pocket with an open pocket constructed of open-work knit fabric. It has a zipper closure on three sides. The cooler bag measures approximately 8-1/2”L x 9”W x 8”D.

Dear Mr. Powell: In your letter dated December 8, 1999, on behalf of Seneca Sports, Inc., you requested a classification ruling. The samples submitted are soft-sided cooler bags, item numbers 1163 and 63000, that are used to maintain food and beverages at a desired temperature over a period of time. Based upon international textile trade agreements products of Taiwan are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. To obtain the most current information, we suggest that you check, close to the time of shipment, the U.S. Customs Service Textile Status Report, an internal issuance of the U.S. Customs Service, which is available at the Customs Web site at www.customs.gov. In addition, the designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
