The ruling was requested on a paper crocheted handbag, style number 24564. A sample bag was submitted. It is a shoulder strap bag approximately 9-1/2 inches wide by 10 inches high by 1 inch deep. It is made of folded strips of paper interwoven in a crochet style and in a design of flowers in panels. The inside of the bag is fully lined with a textile fabric. The bag has a top zipper closure, a flip over lid and an inside pocket. The applicable subheading for the crocheted handbag made of paper strips will be 4602.90.0000, Harmonized Tariff Schedule of the United States Annotated (HTSUSA), which provides for articles of plaiting materials, other than of vegetable materials. The rate of duty will be 3.5 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
