Dear Ms. Kobs: In your letter dated September 21, 1999, you requested a classification ruling for evening bags from China. The samples submitted with your request are lady's evening bags designed to contain money, keys, and small accessories during travel. Style MS9310 is an evening bag of glass bugles and rayon crocheted yarns. The exterior cover is mainly composed of glass bugles that are crocheted into a net like construction. The bag is lined with a 100% acetate lining. It has a braided cord shoulder strap and drawstring closure. Style MS9312 has an exterior surface of 100% crocheted rayon decorated with beads. The interior of the bag is lined and consists of two compartments and a back wall open pocket. The top opening of the bag is secured by a center magnetic snap closure. The duty rate will be 7.9% ad valorem. Items classifiable under HTS subheading 4202.22.4060 fall within textile category designation 670. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). Your samples are being returned as requested.
