Dear Ms. Cross: In your letter dated August 30, 1999, on behalf of your client Grolier Collectibles, you requested a classification ruling. You have submitted two samples of plastic figurines. The first sample is a figurine that is identified as favorite friends. This plastic article is called “Gone Fishin”. The figurine is designed with the Disney cartoon characters Mickey and Pluto sitting in a boat, fishing. The base of the figurine is made to appear as if the boat is in the water. The second sample is identified as alphabet fun blocks. It is designed with a mermaid sitting on top of a block. The block has the capital letters of the alphabet on the front and the small letters on the back. This article is made of plastic. These products are claimed to be collectible statuettes made of plastics. The rate of duty will be 5.3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
