Dear Ms. Clarke: In your letter dated July 30, 1999, you requested a tariff classification ruling. Sample is being returned as requested. The sample submitted is referred to as the “Snowman Tree Pedestal Candleholder” (style number 31669), which measures approximately 7 ¼ inches high and features a round-shaped metal top, for holding a candle (not included), that measures nearly 3 ¾ inches in diameter. The top portion is supported by a vertical metal rod that is affixed to a round-shaped metal base which measures nearly 3 3/4 inches in diameter. There are 2 three-dimensional polyresin figurines, beneath the holder and attached to the base, that depict a small boy inserting the final twig-like arm onto his seasonally attired snowman.
