In this instance, the heading for the bobby pins occurs last.

Dear Ms. Barr: In your letter dated July 30, 1999, on behalf of Lane Bryant, a division of The Limited, Inc., you requested a tariff classification ruling. The following samples were submitted with your request: 1. Style Number 6183 is a set of hair accessories consisting of two bobby pins and one claw clip.
