Dear Mr. Hoang: In your letter dated July 8, 1999 you requested a tariff classification ruling on behalf of your client Ham Technology. Literature was submitted for two types of drill bits. The first is a drill bit and the second drill bit is a router bit. Both bits are not suitable for cutting metal. The articles are used in the printed circuit board industry. The applicable subheading for the Drill bit will be 8207.50.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for Tools for drilling, other than for rock drilling, and parts thereof: Not suitable for cutting metal, and parts thereof...Other. The rate of duty will be 2.9% ad valorem. The applicable subheading for the Router Bit will be 8207.90.7530, Harmonized Tariff Schedule of the United States (HTS). which provides for Tools for drilling, other than for rock drilling, and parts thereof: not suitable for cutting metal, and parts thereof: Other...Router bits. The rate of duty will be 3.7% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
