However, the creamer is not a 3-dimensional representation. The sugar dish measures 5.25 inches high and the creamer dish measures 4.25 inches high. The third item is a cookie plate measures 9 inches by 7 inches. The design on the cookie plate is not a 3-dimensional representation of the snow man. The fourth item is a pretzel bowl that measures 8 inches by 5.5 inches by 2.75 inches high. The design on the pretzel bowl is not a 3-dimensional representation of a snow man. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
