Dear Ms. Ritchings: In your letter dated June 4, 1999, you requested a tariff classification ruling. Sample plastic liners were provided with your letter. The liners are clear rectangular plastic bags, measuring 9 inches in width and 16 inches in length, with heat sealed bottom seams. The bags are marketed for use in the application of paraffin bath wax. After the hands are dipped in the wax, they are inserted into the plastic bags prior to putting on mitts. The rate of duty will be 3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
