Dear Mr. Julich: In your letter dated April 29, 1999, on behalf of Balance Imports, you requested a classification ruling. As requested, the samples will be returned to you. You have submitted three samples. Style 4B50D is a pair of men's 100% cotton flannel woven pants. The garment features an enclosed elasticized waistband, a drawstring, a substantial placketed fly opening with a three button closure, two side slash pockets, one back flapped buttoned pocket and hemmed bottoms. Style 4E59G is a pair of men's 100% cotton flannel woven pants. The garment features an enclosed elasticized waistband, a drawstring, mock fly front, two side slash pockets, one back flapped buttoned pocket and hemmed bottoms. Style 4B70D is a pair of men's 100% cotton flannel woven pants. The duty rate will be 17.2 percent ad valorem. Styles 4B50D, 4E59G and 4B70D fall within textile category designation 347.
