Dear Ms. Wierbicki: In your letter dated May 20, 1999, you requested a classification ruling on behalf of Avon Products, Inc. located at 1251 Avenue of the Americas, New York, NY. The submitted sample, identified by style number PP193108 and described as a twin mock setand in onegarment, is a womans full-fashioned pullover composed of 100% acrylic jersey knit fabric. The fabric contains more than nine stitches per 2 centimeters when measured in the horizontal direction. The garment is designed to simulate a cardigan worn over a matching pullover. The pullover garment features a round neck front inner layer permanently attached at the shoulder, armholes and side seams, a deep v-neck front outer layer having a six-button functional opening, long sleeves, and hip-length bottom. As a product of Hong Kong, this merchandise is subject to quota restraints and export license based upon international textile trade agreements.
