Memorial Drive Racine, WI 53403 RE: The tariff classification of a neck guard from China. Dear Mr. Wavra: In your letter dated April 1, 1999, you requested a tariff classification ruling. A sample was provided with your letter. The neck guard is composed of woven nylon fabric coated on both sides with a visible layer of polyvinyl chloride plastic. This construction is considered to be of plastics for tariff classification purposes. The neck guard is designed to attach to the face shield of a safety helmet.
