Product description

A dreidel is a small top with Hebrew letters on its four sides that is spun in a game played by small children, especially during the Jewish festival of Chanukah. In our opinion, the crayons are not used to decorate or entertain in the home for Chanukah, and therefore do not meet the definition of festive article.

CBP rationale

The applicable subheading for the crayons will be 9609.90.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for pencils, crayons, pencil leads, pastels, drawing charcoals, writing or drawing chalks and tailors’ chalks, other, other.
