Dear Mr. Cox: In your letter dated March 11, 1999, you requested a classification ruling. The submitted sample (size L) is identified by Lane Bryant item number 59861. You indicate the garment will be advertised and sold as a jacket. The sample is a womans cardigan sweater composed of 100% boiled wool reverse jersey knit fabric having visible knit stitches. The fabric contains fewer than nine stitches per 2 centimeters when measured in the horizontal direction. The sweater extends to the area of the upper thigh and features a rounded collar, full front metal zippered closure, long sleeves, front patch pockets below the waist having metal zippered closures and side vents with rounded edges. The garment falls within textile category designation 446. As a product of Hong Kong, this merchandise is subject to quota restraints and export license requirements based upon international textile trade agreements. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report On Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Part 177 of the Customs Regulations.
