Box 75174 Greater Cincinnati Airport Cincinnati, OH 45275 RE: The tariff classification of webbing from China and/or Korea Dear Ms. Hulse: In your letter dated February 24, 1999, you requested a classification ruling on behalf of Ancra International. Descriptive literature of cargo tie down webbing and tie down webbing with hardware attachments was submitted. A sample of the webbing was submitted. Classification advice for both the webbing and the various tie downs shown in the catalogue was requested. This letter will only address classification of the webbing. The catalogue listed many types of tie downs with hardware attachments. Classifications among these various types of tie downs will vary. You may resubmit a request for classification of the tie downs , identifying in your request the specific style numbers or types of tie downs. Please limit each ruling request to no more than five items per letter. The webbing is described as being made of either polyester or nylon. The duty rate will be 6.6 percent ad valorem. The webbing falls within textile category designation 229. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. Products of Korea falling within textile category designation 229 are not subject to quota or the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
