Four of these lines are clearly attached to the surface of the glassware. The remaining two lines appear to be either painted on the surface or located within the article. In a telephone conversation with this office your client indicated that although these lines may be within the glass article, they are not composed of glass. Thus, these lines are not glass effects within the glass article. In your letter you indicated that the unit value of this vase is fifty four cents.

Gerlach & Co. 290 Central Avenue, Suite 105 Lawrence, New York 11559 RE: The tariff classification of a glass vase from China Dear Mr Somerville: In your letter dated February 9, 1999, on behalf of Amtrain International Development, you requested a tariff classification ruling regarding a glass vase. The article is approximately eight inches in height. The largest portion of the vase’s surface area, forming the body of the item, consists of clear glass. A blue piece of glass forming a decorative diagonal is attached to the surface of the glass. Six blue lines encircle the upper portion of the vase. Four of these lines are clearly attached to the surface of the glassware. The remaining two lines appear to be either painted on the surface or located within the article. In a telephone conversation with this office your client indicated that although these lines may be within the glass article, they are not composed of glass. Thus, these lines are not glass effects within the glass article. In your letter you indicated that the unit value of this vase is fifty four cents. The applicable subheading for the glass vase will be 7013.99.5000, HTS, which provides for glassware of a kind used for...toilet, office indoor decoration or similar purposes...other glassware: other: other: other: valued over thirty cents but not over three dollars each. The rate of duty will be 30 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
